Since 2012 Albania has reintroduced in the Law on Public Procurement No. 9643 of 2006 (PPL) the monitoring task on procurement performance for public contracts. This task is carried out by the Public Procurement Agency (PPA). The PPL has been amended several times and the recent one was in December 2014.

The Government of Albania has received financing from the World Bank toward the cost of the “Improving Compliance Monitoring and Enhancing Transparency in Public Procurement in Albania” (The Project) and it intends to apply part of the proceeds for consulting services to establish public procurement indicators.
